Evaluasi Kebijakan CNG Cylinder ISO 11439 pada Gas Transport Module: Perspektif Requalification, Keselamatan Teknis, dan Ekonomi Sirkular

Abstract

Kebijakan pelarangan penggunaan tabung CNG (Compressed Natural Gas) berstandar ISO 11439 serta kebijakan pemusnahan (scrapping) silinder CNG yang telah mencapai batas waktu tertentu yang dikeluarkan oleh Direktorat Jenderal Minyak dan Gas Bumi Kementerian ESDM merupakan kebijakan yang perlu dievaluasi ulang karena belum sepenuhnya selaras dengan praktik standar internasional dan bukti ilmiah yang tersedia..  Dengan mengacu pada ISO 19078:2013 yang secara spesifik mengatur inspeksi dan requalification tabung CNG berstandar ISO 11439, serta UNECE Regulation No. 110 yang secara eksplisit mengatur periodic requalification setiap 48 bulan, serta praktik regulasi di negara-negara maju seperti Amerika Serikat (49 CFR Part 180) dan Brasil (INMETRO), artikel ini membuktikan bahwa kebijakan tersebut lahir dari adopsi standar yang tidak sinkron oleh pengambil kebijakan terhadap kerangka internasional yang mengatur siklus hidup tabung CNG.. Dengan mengacu pada ISO 19078:2013 yang secara spesifik mengatur inspeksi dan requalification tabung CNG berstandar ISO 11439, serta praktik regulasi di negara-negara maju seperti Amerika Serikat (49 CFR Part 180) dan Brasil (INMETRO), artikel ini membuktikan bahwa: (1) tabung CNG tidak wajib dimusnahkan berdasarkan usia kalender semata, melainkan menjalani perpanjangan umur berbasis kondisi (condition-based life extension); (2) ISO 19078 sendiri secara eksplisit menyatakan bahwa cakupannya adalah cylinder yang designed and manufactured according to ISO 11439, untuk penyimpanan CNG sebagai bahan bakar kendaraan bermotor; (3) kebijakan larangan dan pemusnahan massal bertentangan dengan prinsip ekonomi sirkular, menimbulkan kerugian ekonomi besar, serta tidak selaras dengan semangat regulasi Ketenagakerjaan tentang bejana tekan yang mengutamakan aspek keselamatan teknis sesuai spesifikasi standar tertentu. Artikel ini merekomendasikan pencabutan kebijakan tersebut dan pengadopsian pendekatan requalification berkala sebagaimana dipraktikkan secara global.
